Most people have forgotten by now (2019) that motorcycles were absolutely not allowed on Philippine tollways.

The act of Congress that created Limited Access Facilities. This is the act from which government agencies draw their authority to regulate tollways. Note congress allowed government to ban TRUCKS, BUSSES AND OTHER COMMERCIAL VEHICLES but it never allowed for the banning of motorcycles.  Government has allowed that which it could ban but banned that which it was never allowed to ban.

WRIT OF PRELIMINARY INJUNCTION 
Having found our petition to be with merit, RTC 147 issued a writ of preliminary injunction ordering the ban on motorcycles be stopped, thereby allowing motorcycles to legally access the expressway for the first time in memory.  The response of TRB and PNCC was a promise to ignore the court order, so we led a couple of dozen motorcyclists into the tollway and we were stopped my PNCC enforcers.  Several naysayer "big bike" folks drove by in the their cars to jeer us.  Little did they know we wanted to be apprehended.  We used the tickets to bolster our case and got confirmation from the LTO itself when they dismissed all charges against the brave first riders.
